    Our Financial History

    Initially, 春色导航 Navigator was solely funded by philanthropists John and Marion Dugan. This meant that we were required to register with the IRS as a private foundation and filed several Forms 990-PF. In 2007, we applied to become a public charity to hold ourselves to the same standards as the organizations we rate. Following a five-year interim ruling, we transitioned to a public charity.
